Purpose
The Municipal Alliance to Prevent Alcoholism and Drug Abuse, initiated in 1989, exemplifies a public/private partnership at the community level to prevent alcoholism and substance abuse.
Currently 90% of all municipalities in Bergen County have active Municipal Alliances comprised of mayors, community members, law enforcement, educators, and youth.
Funds
Throughout the state Drug Enforcement Demand Reduction (DEDR) funds collected by fines imposed on those convicted of drug-related offenses are used by The Governor’s Council on Alcoholism and Abuse (GCADA) to issue grants to each county in New Jersey.
The Bergen County Department of Health Services, with oversight by the County Alliance Steering Subcommittee, coordinates local municipal alliances. Every alliance plans and implements substance abuse prevention programs for their community using DEDR funds and money raised through local fundraising efforts.
Programs
Each year several hundred programs and events that target all age groups are conducted throughout the county.
Examples of programs include:
- Drug Awareness Resistance Education (D.A.R.E)
- Wellness Initiative for Senior Education (WISE)
- Peer leadership programs in schools
- Parenting workshops
- Alcohol and drug free activities like dances and community-wide events
Assessments
As part of each multi-year funding cycle, municipalities conduct a needs assessment of their community in order to assist in the selection of programs and activities. Further, all Alliance efforts are evaluated and considered for future programming.
Get Involved
Free trainings, workshops, and technical assistance meetings for Municipal Alliance Committee members are offered periodically to provide members with the skills needed to help reduce and prevent harmful effects of substance use.

Bergen County Addiction Recovery Program/ARP (Bergen County Department of Health Services)
The program provides outpatient treatment services to, self referred, court-mandated, Probation, Parole, DCPP, DUI and Family Court clients. ARP helps people with alcohol and/or drug related problems when those problems affect their ability to perform on the job, at home or in society.
Bergen County Department of Health Services
To improve and maintain the quality of health for all citizens in Bergen County through public health community outreach and service delivery initiatives; to be an adaptive, learning organization that serves as an effective and accountable local public health authority and an innovative provider of community health services.
Intoxicated Driver Resource Center (IDRC)
The Bergen County Intoxicated Driver Resource Center (IDRC) educates and evaluates drunk and drugged drivers, boaters, and underage drinkers who have been convicted of Driving Under the Influence (DUI). These offenders are mandated by the court to participate in the IDRC program. Non-compliant offenders face revocation of their licenses and possible incarceration.

The Bergen County Department of Health Services Office of Alcohol and Drug Dependency (OADD) is committed to the prevention and treatment of substance abuse.
Childhood Lead Program and Lead Abatement/Lead Removal Grant (Bergen County Department of Health Services)
Free Lead Hazard Remediation and Home Repairs at NO cost for qualifying tenants or homeowners. Lead Hazard Reduction and Healthy Home Program has funding available for qualified tenants or homeowners.
